I know some people that have a law license in Missouri and Florida and and have been lawyers for 5 years. With their experience can they transfer to another state like NY to practice law without taking the bar exam again?

There are some states that accept the bar exam from other states.
The California bar exam as accepted almost everywhere as long as the person has gone to a ABA accredited law school.

You can look at the bar requirements for each state on the individual state's Bar Association website.
The state's with the most difficult bar exams are the state most likely to transfer to other states automatically. Some people take the CA bar exam specifically to get this benefit.
= sorry, I don't know anything about the MO bar exam.
